The central government is planning to simplify the rules for transferring vehicles between states. According to reports, the government is considering removing the requirement of a No Objection Certificate (NOC) for vehicle transfers.
If this decision is implemented, shifting a vehicle from one state to another could become much easier than before.
Suggestion by NITI Aayog Committee
The suggestion was made by a high-level committee of NITI Aayog, which is working on non-financial regulatory reforms.
The committee recommended introducing an automated clearance system to make the vehicle transfer process simpler and faster.
At present, this proposal is being examined by the Ministry of Road Transport and Highways. If approved, the process for inter-state vehicle transfers could become largely digital and hassle-free.
Current Rules for Vehicle Transfer
Currently, if someone wants to transfer their vehicle from one state to another, they must first obtain a No Objection Certificate (NOC) from the Regional Transport Office (RTO).
This NOC confirms that the vehicle has no pending road tax, no unpaid challans, and no other dues.
To get the NOC, the vehicle owner has to submit several documents such as the Registration Certificate (RC), fitness certificate, and tax receipts.
The process can be done online through the Parivahan Portal or by visiting the RTO office in person.
How the New System Could Work
If the new rule is implemented, the need for a physical NOC may be removed. Most vehicle data in India is already stored in a centralized digital database called VAHAN.
Through this system, officials can directly check whether a vehicle has any pending dues, challans, or ownership issues. With this digital verification, approvals for vehicle transfers could happen automatically online without lengthy paperwork.
Possible Relief for Older Vehicles
The committee has also suggested changes related to old vehicles used for commercial purposes. Currently, many permit and aggregator license rules restrict vehicles after they reach a certain age.
The committee believes that the decision should depend on a vehicle’s fitness rather than its age. In many countries, vehicles are allowed to operate as long as they pass regular fitness tests that confirm they are roadworthy.

If the proposal becomes a rule, vehicle owners could benefit in several ways. The process of transferring vehicles to another state will become simpler and faster.
People may not need to visit the RTO multiple times, which will save both time and paperwork.
