The Indian Railways has issued an important clarification to improve travel for Persons with Disabilities (PwDs).

According to the Ministry of Railways, passengers holding a valid UDID card will now be officially recognised as “bona fide passengers” in designated coaches meant for Divyangjan.

This move aims to make train travel more accessible and hassle-free for eligible passengers.

Who Can Travel in Divyangjan Coaches?

PwDs with a valid Unique Disability ID (UDID) card can travel in unreserved coaches reserved for them.

These include special compartments in Mail and Express trains, such as SLRD and LSLRD coaches.

The UDID card is issued by the Department of Empowerment of Persons with Disabilities and serves as proof of eligibility.

Passengers who qualify for concessional fares under railway rules are also included.

However, having a valid ticket or authorised travel document is still mandatory.

What Does ‘Bona Fide Passenger’ Mean?

The Railways has clearly defined who qualifies as a genuine passenger for these reserved coaches.

It includes:

PwDs with a valid UDID card

Passengers eligible for fare concessions

This clarification ensures that only rightful users can access these facilities.

Focus on Better Accessibility

This step is part of a larger effort to promote inclusive travel.

The Railways wants to ensure that passengers with disabilities can travel comfortably without facing overcrowding or inconvenience.

By setting clear rules, authorities aim to protect these dedicated spaces.

Strict Action Against Misuse

The Railways has also taken a firm stance against misuse of these coaches.

There have been cases where general passengers occupied seats meant for PwDs.

To prevent this, strict action will now be taken under the Railway Act, 1989.

Unauthorised passengers found in these coaches may face penalties.

What Is the Divyangjan Card?

The Divyangjan Card, also known as the E-Ticketing Photo Identity Card (EPICS), helps PwDs access concessional travel benefits.

It is issued based on valid disability certificates, including the UDID card.

Passengers can apply or renew this card through official railway or government portals.

What Happens Next?

All zonal railway authorities have been instructed to implement these rules strictly.

They are also expected to improve monitoring to ensure that reserved facilities are used only by eligible passengers.

Final Take

This clarification brings more clarity and fairness to train travel for PwDs.

By allowing only genuine passengers and cracking down on misuse, the Railways is taking a step toward more inclusive and accessible travel for all.
