Millions of Indians use UPI every day to pay for groceries, bills, shopping and other services.
There has been growing discussion about whether users could eventually have to pay a fee for making UPI payments.
The Payments Council of India (PCI) has now clarified that UPI transactions will continue to remain free for consumers.
This means users can continue making instant UPI payments without paying a transaction fee.
No Charges for Small Merchants Either
The PCI has also clarified that small merchants will not be charged for accepting digital payments.
This is important for neighbourhood shops, local retailers and other small businesses that depend heavily on UPI for daily transactions.
For these businesses, accepting UPI payments will not create an additional cost burden under the current clarification.
Merchant Charges and Consumer Fees Are Different
The discussion around UPI often involves the Merchant Discount Rate (MDR).
However, merchant service charges and consumer transaction fees are not the same thing.
The PCI explained that if any merchant service charges apply, they would be part of commercial arrangements between merchants and payment service providers.
That does not mean customers will automatically have to pay a fee when they use UPI.
In simple terms, even if certain merchant transactions become subject to charges in the future, it would not automatically mean that the customer making the payment would be charged.
Why Is There a Debate Over UPI Charges?
UPI usage has grown rapidly, which means the digital payments system requires continuous investment.
Banks, fintech companies, NPCI and the Reserve Bank of India are investing in areas such as technology, cybersecurity, fraud prevention and new payment features.
As transaction volumes continue to rise, maintaining a secure and reliable UPI network also requires ongoing spending on infrastructure and innovation.
UPI Has Become Essential for Everyday Payments
From small roadside shops to large retailers, UPI has become an important part of India’s digital payment system.
The latest clarification from the PCI is aimed at removing concerns that consumers and small businesses could suddenly face new charges for using UPI.
For ordinary users, the message is straightforward: UPI payments will continue to be free for consumers.
The larger challenge now is finding sustainable ways to fund the technology, security and infrastructure behind India’s rapidly growing digital payment ecosystem without making everyday digital payments more expensive.
