The Himachal Pradesh government has proposed new rules for the recruitment, promotion, and service conditions of key posts in Municipal Corporations and Municipal Councils.
These posts include Senior Executive Officer, Executive Officer, and Secretary.
The Urban Development Department has published a notification in the Gazette under the Himachal Pradesh Municipalities Act, 1994.
People can submit their objections or suggestions to the Secretary, Urban Development, within 15 days.
Age Limit for Direct Recruitment
Under the proposed rules, the age limit for direct recruitment will be between 18 and 45 years. Candidates belonging to reserved categories will get age relaxation according to government rules.
The selection process may include a written examination, screening test, practical or physical examination, and interview, depending on the requirements of the post.
New Rules for Promotion and Probation
Employees will need at least three years of qualifying service to become eligible for promotion.
Candidates appointed through direct recruitment or promoted from one group to another will have to complete a two-year probation period. This period may be extended by up to one additional year if required.
Police Verification and Medical Fitness Mandatory
Police character verification and medical fitness will be compulsory for appointed officers. Employees under these services can also be transferred anywhere within Himachal Pradesh.
Once the new rules come into effect, the existing 2019 rules will be repealed. However, appointments and other actions already taken under the old rules will continue to remain valid.
