The Department of Expenditure, under the Ministry of Finance, has introduced a clearer system for giving Fixed Medical Allowance (FMA) to pensioners under the National Pension System (NPS).
This move is aimed at making the process smoother and more automatic for retirees and their families.
How Pensioners Will Receive Medical Allowance
Under the new guidelines, eligible NPS pensioners and family pensioners will receive their Fixed Medical Allowance directly through banks.
The payments will be handled by Central Pension Processing Centres (CPPCs), ensuring that the money is credited straight into beneficiaries’ accounts without delays.
The Central Pension Accounting Office (CPAO) will first verify all documents and issue a Special Seal Authority (SSA).
This approval will then be sent to the bank’s CPPC to start the payment process.
Once approved, the allowance will be credited every quarter at rates decided by the Department of Pension and Pensioners Welfare.
Importantly, pensioners do not need to submit any bills to receive this allowance.
The system is designed to work automatically.
Key Rules You Should Know
There are a few important conditions attached to these payments.
Pensioners must submit a life certificate every year in November—either digitally or physically—to continue receiving the allowance. Without this, payments may stop.
If a pensioner chooses to switch from FMA to CGHS outpatient (OPD) services, existing government rules will apply.
In case a pension account is moved from one bank or branch to another, the standard pension transfer process will be followed.
What Happens in Special Situations?
If the pensioner passes away, the benefit doesn’t just end.
If a spouse or eligible family member is already listed, they can apply to the bank with a death certificate to continue receiving the allowance.
If no family member is listed, they will need to apply through the concerned office to get a fresh approval.
