No Petrol Without PUC in Delhi-NCR from October 2026

To tackle rising air pollution in Delhi-NCR, the Commission for Air Quality Management has announced several strict new rules.

The focus is mainly on reducing pollution caused by vehicles and controlling stubble burning in nearby states.

Under the new rules, vehicles without a valid Pollution Under Control (PUC) certificate will not get petrol or diesel from October 1, 2026.

No Fuel Without Valid PUC Certificate

According to the new order, petrol pumps and fuel stations across Delhi-NCR will stop giving fuel to vehicles that do not have a valid PUC certificate.

The Commission says that PM 2.5 particles released from vehicles are one of the biggest reasons behind severe air pollution in Delhi-NCR. Because of this, stricter monitoring is now being introduced.

To enforce the rule, ANPR (Automatic Number Plate Recognition) cameras will be installed at fuel stations. These cameras will scan vehicle number plates and instantly check whether the vehicle has a valid PUC certificate or not.

However, some vehicles will be exempt from this rule. These include vehicles used for:

Medical emergencies

Law and order duties

Disaster management services

Petrol and Diesel Prices Also Increased

At the same time, petrol and diesel prices were increased by Rs 3 across the country on Friday.

In Delhi:

Petrol price increased from Rs 94.77 to Rs 97.77 per litre

Diesel price increased from Rs 87.67 to Rs 90.67 per litre

Only Electric Autos to Get New Registration from 2027

The Commission has also announced a major decision for three-wheelers to reduce pollution further.

Petrol and diesel-powered autos and cargo three-wheelers will be phased out gradually. From January 1, 2027, only electric three-wheelers, also known as L5 category e-vehicles, will be allowed for new registration in Delhi.

After Delhi, the same rule will be implemented in:

Gurugram

Faridabad

Sonipat

Ghaziabad

Gautam Buddha Nagar

These cities will follow the rule from 2028, while the remaining NCR districts will implement it in 2029.

Strict Action Planned Against Stubble Burning

The Commission for Air Quality Management has also directed the governments of Punjab, Haryana, and Uttar Pradesh to take strict steps to stop stubble burning.

For this, a special Stubble Protection Force will be created at district and block levels. The team will include police officers and agriculture department officials.
