If you are planning to work in New Zealand, there is an important update you should know.
The government has announced a new rule that makes basic English a mandatory requirement for more foreign workers under the Accredited Employer Work Visa (AEWV) program.
From next month, this rule will also apply to jobs classified under “Skill Level 3” in the ANZSCO and National Occupation List.
What Has Changed in the Work Visa Rules?
Earlier, English requirements mainly applied to lower-skilled jobs (Skill Level 4 and 5).
Now, the requirement has been expanded to include Skill Level 3 jobs as well.
According to Immigration Minister Erica Stanford, Skill Level 3 workers make up a large portion of AEWV holders.
She explained that even basic English is important so workers can:
Understand their workplace rights
Communicate in daily life
Adjust better in local communities
Under the new rule, applicants will need at least an IELTS score of 4.0 or an equivalent test result.
This level is considered basic conversational English.
Why Is New Zealand Introducing This Rule?
The government says the change is aimed at improving workplace communication and social integration.
Authorities have observed that many skilled job vacancies are being filled by workers with very limited English ability.
While this helps employers fill urgent gaps, it often creates communication problems on the job and makes it harder for workers to adjust to life in New Zealand.
The new rule is also part of a broader pathway for those who may later apply for permanent residency.
However, it is important to note that this requirement will not apply to seasonal visa workers.
What Is Skill Level 3 Under ANZSCO?
ANZSCO is New Zealand’s official system for classifying jobs based on skill, education, and experience requirements.
Skill Level 3 generally includes jobs that require:
A diploma or Certificate IV, or
Around two years of relevant work experience
These roles are considered semi-skilled or skilled technical jobs.
