Russia is introducing a major immigration reform aimed at attracting skilled professionals from India.
Starting April next year, Moscow will roll out a new Skill Visa programme that offers qualified foreign workers a clear route to long-term residency.
The initiative is expected to strengthen India–Russia mobility and boost employment cooperation between the two countries.
Putin Approves Skill Visa Ahead of India Visit
The programme gained momentum when Russian President Vladimir Putin approved the Skill Visa just before his state visit to India for a bilateral summit.
The visa aligns with mobility agreements between both countries and reflects Russia’s goal to address skill shortages in key sectors.
This initiative is part of Russia’s broader strategy to attract trusted professionals from partner nations like India.
No Language Test and No Quotas
One of the most attractive features of the Skill Visa is the removal of traditional barriers.
Professionals applying will not need to clear Russian-language tests or fall under existing immigration quotas.
The visa is open to experts in science, economics, industry, education, culture, business, and sports, making it particularly appealing for Indian engineers, researchers, educators, and business specialists.
Temporary Residency With Direct Path to Permanent Residency
Successful applicants will receive three years of temporary residency, and those working in priority sectors can apply directly for permanent residency.
This structure provides more stability than many short-term work visas in other countries and makes it attractive for professionals looking to settle long-term.
Easy Two-Step Application Process
The Skill Visa uses a two-step application model:
Professional evaluation: Candidates apply to a designated agency that assesses their skills. Approval is valid for one year.
Residency application: Once approved, candidates submit their residency papers to Russian immigration authorities.
Applications can be submitted digitally from the applicant’s home country.
After initial clearance, applicants and their families receive a one-year business visa to travel to Russia and complete the residency process.
Work Allowed While Residency Is Processed
A major benefit is that applicants can start working immediately in Russia while their residency application is under review.
No separate work permit is needed, reducing delays and uncertainty.
Officials expect most applications to be processed within 30 days, making the Skill Visa fast, flexible, and highly attractive for skilled Indian professionals.
