The Bihar Institute of Public Administration and Rural Development (BIPARD)
and the Indian Railway Finance Corporation (IRFC), a Navratna Public Enterprise under the Ministry of Railways, have started an important partnership.
A Memorandum of Understanding (MoU) was signed at the Old Secretariat, under which IRFC will provide Rs 10 crore from its CSR fund.
The aim of this collaboration is to provide employment-oriented, globally recognized skill training to underprivileged youth in Bihar.
Skill Training for Global Opportunities
Under this initiative, youth will be trained in foreign languages and communication skills, along with internationally recognized courses like SAP ERP and CCNA Networking.
This will help them find jobs not only in India but also abroad.
BIPARD Skill Park offers six industry-focused courses: SAP Certification, CCNA Networking, Geriatric Caregiver, Fashion Design, Comis (Chef), and Baking Technician.
Since launching these programs on 14 April 2025, the Skill Park has achieved remarkable progress.
The academic building of the Skill Park was inaugurated on 1 May 2025. Soon after, the National Skill Meet was held, attended by B.V.R.
Subrahmanyam, CEO of NITI Aayog, and other industry experts. They also interacted with the students undergoing training.
So far, 585 candidates have been nominated, 515 have completed training, and 98 youth have secured employment.
Advanced Facilities and Student Support
BIPARD Skill Park is Bihar’s first and most advanced skill development center. It features technology-enabled classrooms, licensed SAP servers, specialized laboratories,
and foreign language training. All trainees receive free accommodation, food, uniforms, and training kits.
The Skill Park ensures global certification, includes AI and data analytics modules, and provides at least three job opportunities for every trainee.
Senior IRFC officials stated that this partnership is a major step in preparing a skilled workforce for Bihar’s future needs and building a globally competitive talent pool by 2047.
BIPARD Director General Dr. B. Rajender expressed gratitude to IRFC for its CSR support, saying it will strengthen training facilities, increase placements, and connect more youth to skill parks.
