New Zealand is set to introduce major changes to its open work visa system starting April 20, 2026.
The goal is simple—make the rules clearer for migrant workers and reduce confusion about what they can and cannot do.
These updates will especially impact those planning to work, switch jobs, or start a business in the country.
Two Clear Categories for Work Visas
Under the new system, open work visas will now be divided into two types.
Full Flexibility: Work Freely
Some visa holders will still enjoy complete freedom.
They can:
Work for any employer
Take up freelance work
Start or run their own business
This category mainly includes post-study work visa holders and partner visa holders (spouses of workers, students, or citizens).
Restricted Category: Work With Conditions
Other visa holders will now face stricter rules.
They must:
Work only under an employer
Have a proper job contract
Avoid self-employment or running a business
This applies to groups like working holiday visa holders, asylum seekers, and migrant protection visa holders.
What You Can and Cannot Do
Even with these categories, there are some general rules all workers must follow.
What You Can Do
Depending on your visa:
Work with approved employers
Change jobs (if your visa allows it)
Work in different locations or sectors
Continue your current job until your visa expires
What You Cannot Do
There are some strict restrictions:
You cannot hire employees, even for your own business
You cannot run or invest in certain restricted businesses
You must follow all labour and business laws in New Zealand
Relief for Existing Visa Holders
If you already have a visa, there’s no need to worry immediately.
The government has provided a transition period.
This means you can continue your current job—even if it doesn’t match the new rules—until your visa expires.
Why These Changes Matter
The government introduced these updates to:
Make visa rules easier to understand
Prevent misuse of flexible work options
Protect workers from exploitation
Better match immigration with job market needs
What It Means for Migrants
Earlier, open work visas were known for offering complete freedom.
Now, the system clearly separates who gets flexibility and who doesn’t.
For migrants, this brings more clarity—but also stricter boundaries.
If you’re planning to work in New Zealand, understanding these new rules will be very important before applying.
