New PWD Instructions Aim to Prevent Project Delays

The Public Works Department (PWD) has issued new instructions to improve how future construction projects are planned and implemented.

These directions follow an order from the Central Vigilance Commission (CVC), which made it mandatory to set up quality control laboratories at construction sites to ensure proper monitoring and compliance.

As per the new rules, a feasibility study will now be compulsory before issuing tenders for any project.

Mandatory Checks Before Issuing Tenders

According to the PWD order, traffic density and the availability of space at the project site must be carefully examined before tenders are issued.

These factors are now mandatory requirements. Under construction rules, every contractor starting a new project must establish a laboratory at the site to collect samples and send them for quality testing.

The rules also clearly state that a site laboratory with minimum equipment, as mentioned in the tender notice, must be set up and made operational within 30 days of the work being awarded. This must be done without any extra cost to the department.

Alternative Quality Testing Arrangements

Officials explained that if it is not possible to set up a laboratory at the project site, the tender notice must clearly mention alternative arrangements for quality testing. These tests must be carried out in an approved and authorised laboratory.

Reason Behind the New Instructions

Officials said that many PWD projects in the past faced delays due to lack of space and traffic-related permit issues.

This not only delayed project completion but also, in some cases, affected the quality of work. Several road projects, including the Punjabi Bagh Flyover and the Ashram Flyover Extension, were delayed mainly because of space constraints.
