Indian Railways has made a major change in the rules related to waiting tickets in long-distance trains. This new rule came into effect on 16 June 2025.
According to the latest instructions from the Railway Board, the number of waiting tickets in Sleeper, Third AC (3AC), Second AC (2AC), and First AC (1AC) coaches will now be limited to 25% of the total seats available in each coach.
This decision has been taken to reduce overcrowding at railway stations and inside trains.
The new waiting ticket limit will apply not only at the train’s starting station but also at all stations along the route where passengers board long-distance trains.
What Was Happening Earlier?
Earlier, the number of waiting tickets varied depending on the railway zones.
For example, in Central and Western Railway zones, waiting tickets were issued for 20% to 40% of the total seats.
At times, the number of waiting passengers even went up to 500 to 700, which led to confusion and arguments during boarding.
Now, according to the Railway Board’s circular, the 25% limit on waiting tickets will also apply to Tatkal quotas and tickets booked from remote locations.
How Will the New Rule Work?
Railway officials explained that if a 3AC coach has 72 berths, then a maximum of 18 waiting tickets will be issued once all seats are booked.
This will help reduce overcrowding in trains. Earlier, due to the high number of waiting tickets, even sleeper coaches became overcrowded and uncomfortable.
Less Rush on Platforms
The new rule is also likely to help the Railway Protection Force (RPF).
During holidays and festivals, large numbers of passengers with waiting tickets used to crowd the platforms, making it hard to manage.
With limited waiting tickets now, such situations can be handled more easily.
Big Relief for Passengers
This move will not only reduce crowds but also lessen the conflicts between passengers with confirmed and waiting tickets.
In the past, such disputes were common and often led to arguments or even fights. With fewer waiting passengers, such problems are expected to come down significantly.
