DDA to Take Over Flat Maintenance from April 1

Residents living in flats built by the Delhi Development Authority will soon see a major change in how their housing complexes are managed.

Starting April 1, 2026, DDA will take over the daily maintenance of its housing complexes in Delhi.

The goal of this new system is to improve cleanliness, security, and overall facilities in these residential areas.

Until now, many residents faced problems because there was no clear system for regular maintenance.

Issues like delayed cleaning, poor security, and slow repair work were common in several housing societies.

The new rule aims to solve these problems by placing the responsibility directly with DDA.

Flat Owners Will Pay Quarterly Service Charges

Under the new arrangement, flat owners will have to pay a service charge every three months.

This amount will cover the cost of services such as cleaning, security, and other essential maintenance work inside the housing complex.

DDA will send a quarterly bill to flat owners, and residents will need to pay it within the specified time.

What Maintenance Work Will DDA Handle?

With the new system in place, DDA will take responsibility for several important services in the housing complexes.

These include:

Security of the residential complex

Cleaning of common areas

Cleaning of rooftops and water tanks

Basement maintenance

Maintenance of elevators and electrical systems

The authority will also handle minor repair work in common areas such as staircases, corridors, and lift lobbies.

In addition, DDA will manage garbage disposal areas and maintain water pipelines used for gardening within the complex.

How Long Will DDA Manage Maintenance?

DDA will continue managing maintenance until certain conditions are met.

The authority will handle these responsibilities until 80 percent of the flats in a housing pocket are occupied or a Resident Welfare Association (RWA) is officially registered.

Maintenance will continue until whichever of these happens later.

If some flats remain unsold, DDA will still pay the required maintenance charges to the RWA on behalf of those units.

How Service Charges Will Be Calculated

The service charge will depend on the size and category of the flat.

Residents will also need to pay GST on top of the maintenance charges.

Initially, the charges will be based on estimated expenses.

However, DDA may revise the rates every year depending on changes in maintenance costs and inflation.

Payment Deadline and Penalty

Flat owners must pay the maintenance bill within 10 days of receiving it.

Payments can be made online or at the cash counter within the housing complex.

If the payment is delayed, a 12 percent annual interest will be charged on the outstanding amount.

Why DDA Introduced This System

Earlier, DDA collected only a one-time fee for major repairs when selling flats.

There was no proper system for regular day-to-day maintenance.

Because of this, many housing complexes struggled with poor upkeep and delayed repairs.

With the new system, the authority hopes to ensure better cleanliness, improved security, and well-maintained facilities, creating a more comfortable living environment for residents.
