Canada has invited a new batch of skilled foreign nationals to apply for Permanent Residency (PR) under the Provincial Nominee Program (PNP).
The latest Express Entry Draw No. 377, held on November 10, 2025, saw 714 invitations sent out by Immigration, Refugees and Citizenship Canada (IRCC).
The lowest-ranked candidate invited in this round had a Comprehensive Ranking System (CRS) score of 738.
This means that anyone with a CRS score of 738 or higher received an invitation to apply for permanent residency.
The draw was conducted at 15:23:48 UTC, with a tie-breaking rule date set for February 22, 2025, meaning that if multiple candidates had the same CRS score, those who submitted their Express Entry profiles earlier were prioritized.
Previous Draw and CRS Score Changes
The previous PNP draw, held on October 27, invited 302 candidates with the lowest CRS score of 761.
This shows a drop in the cutoff score for the latest draw, giving more applicants a chance to qualify.
Canada’s Express Entry system uses the Comprehensive Ranking System (CRS) to rank applicants based on factors such as age, education, work experience, and language proficiency.
The CRS cutoff changes with every draw depending on the number of applicants and immigration goals.
In March 2025, IRCC made a major policy change by removing job offer points from the CRS for most candidates.
Now, only those with senior management roles (NOC Major Group 00) can earn 200 points, while other skilled occupations receive 50 points.
This change means that candidates without a job offer now have a more level playing field in the Express Entry pool.
What Is the Provincial Nominee Program (PNP)?
The Provincial Nominee Program allows Canada’s provinces and territories to select skilled workers who can contribute to their local economies.
Candidates nominated under PNP can apply for Permanent Residency and settle in that specific province.
Each province has its own immigration streams targeting different categories, such as skilled workers, entrepreneurs, students, or professionals with in-demand skills.
To apply for a Canada PR through PNP, candidates must:
Check their eligibility for provincial programs.
Apply to the chosen province or territory.
Receive a Provincial Nomination Certificate if approved.
Use that nomination to apply for permanent residency through the Express Entry system.
Canada’s Growing Demand for Skilled Workers
Through programs like Express Entry and PNP, Canada continues to welcome thousands of skilled immigrants each year to strengthen its economy and fill labor shortages.
With this latest draw, more candidates have a chance to make Canada their permanent home — and contribute to its diverse, thriving workforce.
