Haryana Brings New Law for Travel Agents

The Haryana government has introduced a major change in the rules for travel agents. The new law is called the Haryana Registration and Regulation of Travel Agents (Amendment) Act, 2026.

This amendment aims to stop fraud in overseas job and travel services while making the rules clearer for travel agents operating in the state.

Earlier, the central government’s Ministry of External Affairs had raised objections to the old 2025 law. The ministry said some parts of the state law were overlapping with the Emigration Act, 1983, which already controls overseas job recruitment.

Travel Agents Can No Longer Arrange Jobs Abroad

Under the new amendment, travel agents in Haryana will now only be allowed to handle travel-related services.

They will not be permitted to arrange overseas jobs or recruit workers for foreign employment. That work will now completely come under the central government’s rules.

The government has also changed the definition of “migrant” and “travel agent” in the law. People going abroad for jobs will now fall under the central law instead of the Haryana law.

Another important point is that if there is any clash between state and central laws, the central law will be followed first.

When Did the New Law Come Into Effect?

The Haryana Assembly passed the amendment bill during the March 2026 session. After that, it was sent to the Governor for approval on April 10.

The official notification for the amended law was issued on May 4, 2026, which means the law has now come into effect.

However, the government has not yet released the detailed rules for implementing the law. Officials say these rules will be announced soon.

Strict Punishment for Fraud and Human Trafficking

The new law includes strict punishment for agents involved in fraud or illegal activities.

If a travel agent cheats people, the government can confiscate their property. Victims can also receive compensation under the law.

Cases related to human trafficking or fake documents can lead to:

7 to 10 years in jail

Fine between ₹2 lakh and ₹5 lakh

Even unregistered travel agents can face:

2 to 7 years in prison

These strict provisions are aimed at protecting people from scams related to overseas jobs and travel.

People Can Directly File Complaints With Lokpal

One of the biggest changes is the inclusion of the Lokpal system in the law.

Now, victims of fraud can directly file complaints with the Lokpal instead of immediately going to the police.

The Lokpal will hear the matter and try to provide relief to the affected person. Only serious cases will be forwarded to the police for further action.
