DoP&PW Clarifies Rules on Including Daughters in Family Details

The Department of Pension and Pensioners’ Welfare (DoP&PW) has issued a clarification regarding the inclusion of daughters in the family details of central government employees and pensioners.

According to the Office Memorandum dated October 31, 2025, the department has stated that a daughter’s name cannot be removed from the family details while the pensioner or family pensioner is still alive.

Her eligibility for family pension will only be decided after their demise, as per existing rules.

This clarification was issued because several departments had asked whether a daughter’s name should be deleted from the family list after an employee retires.

Rule 50(15) of CCS (Pension) Rules, 2021

As per Rule 50(15) of the Central Civil Services (Pension) Rules, 2021, every government servant must submit a complete list of family members—including spouse, all children, parents, and disabled siblings—when joining service.

This list must be updated at the time of retirement and submitted along with the pension papers.

Daughter’s Name to Remain in Family Record

The department referred to an earlier Office Memorandum dated October 7, 2022, which stated that all family members, regardless of their immediate eligibility for pension, must be included in Form 4.

Therefore, once a daughter has been listed as a family member, her name cannot be deleted from the record.

She will continue to be recognized as part of the family record, even if she is not currently eligible for pension benefits.

Eligibility Decided After Pensioner’s Demise

The DoP&PW has clarified that a daughter’s eligibility for family pension will only be determined after the death of the pensioner or existing family pensioner.

This ensures that her right to family pension is protected, especially in situations where she may become eligible later—for instance, if there are no other surviving eligible family members.

Instructions to All Ministries and Departments

The DoP&PW has instructed all Ministries and Departments to circulate this clarification widely among officers who handle pension matters.

They have been asked to ensure strict compliance with the rules and maintain accurate family records for all central government employees and pensioners.
