More than 1.3 lakh taxpayers are waiting for their income tax refunds, not because of mistakes in their returns, but due to something as simple as an inoperative PAN.
According to the government, refunds worth over Rs 340 crore are currently on hold because of this basic compliance issue.
The message is clear: linking your PAN with Aadhaar is now essential for smooth tax processing.
What Happened in Parliament
The issue was discussed in the Lok Sabha after MPs Shri Karti P Chidambaram, Shri Dr Amar Singh, and Shri Benny Behanan raised questions about refund delays.
In response, Finance Minister of State Shri Pankaj Chaudhary revealed that:
1,30,638 refund cases are on hold due to inoperative PANs.
The total amount involved is Rs 340.30 crore.
This shows how a small oversight can block refunds for thousands of taxpayers.
How Big is the Problem?
The government clarified that over 9.25 crore PANs became inoperative because they weren’t linked with Aadhaar.
That’s more than 9 crore people affected!
Delayed linking hasn’t just blocked refunds—it’s also cost taxpayers heavily.
The government has already collected Rs 2,338.31 crore in late fees from people who missed deadlines.
Why Refunds Are Blocked
Even if you file a valid ITR with an inoperative PAN:
Tax credits like TDS are allowed.
Refunds are withheld until the PAN becomes operative again.
In simple terms, your tax return may be fine, but your refund will stay stuck until you fix your PAN status.
Complaints Are Rising
PAN-related issues are becoming a common concern among taxpayers. Recent data shows:
- 2024–25: 1,114 complaints
- 2025–26: 1,156 complaints
Total grievances over 2,270 cases, mostly related to refund blockages and portal glitches.
What Is an Inoperative PAN?
An inoperative PAN is one disabled by the Income Tax Department due to not linking it with Aadhaar.
If your PAN is inoperative:
You can’t file valid returns smoothly.
Refunds get blocked.
In some cases, higher TDS and transaction restrictions may apply.
How Taxpayers Can Avoid Delays
To ensure your refund is released:
Link your PAN with Aadhaar immediately if not done.
Pay any applicable late fees.
Check your PAN status on the Income Tax portal and make sure it’s “operative” before filing your ITR.
Once your PAN becomes operative, refunds can be processed.
