Under the new rule, foreign nationals whose study or work permits have expired can now apply to stay in Canada as visitors instead of immediately leaving the country.

People who lost their status had to leave Canada first and then re-enter if they wanted to apply for visitor status.

Stay in Canada while waiting for a decision
Meet the conditions required for their new application (worker, student, or visitor)
However, restoring status does not automatically allow a person to work or study again.
It only restores their legal stay, depending on the approval.
What Has Changed for Students and Workers?
The biggest change is this: if a student or worker cannot renew or get a new permit, they now have the option to apply for visitor status without leaving Canada.
This gives them more time to explore other opportunities, such as applying for new permits or making future plans.
Earlier, leaving Canada was mandatory in such cases.
Now, that requirement has been removed—if the application is made within 90 days of losing status.
