Bihar Govt Creator Scheme will allow eligible social media creators to receive performance-based payments for making content about government schemes, programmes and achievements. The Bihar Cabinet approved amendments to the Bihar Social Media and Other Online Media Rules, 2026, on August 19.
Under the revised system, creators can receive ₹10,000 for every 1 lakh views generated by eligible content. The maximum payment for a single video is capped at ₹1 lakh.
Bihar Govt Creator Scheme offers up to ₹1 lakh
The payment will be linked to the number of views a video receives. At the stated rate, a video reaching 1 lakh views can qualify for ₹10,000, while one reaching 10 lakh views can qualify for up to ₹1 lakh.
However, the payment is not automatic for every video that becomes popular on social media. The incentive applies to eligible creators and content that meets the conditions set by the government.
The policy is specifically aimed at content related to Bihar government schemes, programmes and achievements. The initiative is intended to use the reach of social media platforms to improve public awareness of government initiatives.
Who can get the payment?
The revised arrangement is meant for empanelled social media creators. Bihar’s existing social media policy provides for empanelment of eligible creators and requires qualifying social media accounts to meet prescribed follower and other conditions.
Under the existing policy, individuals with at least 1 lakh followers on Facebook, Instagram, X or YouTube can be eligible to apply for empanelment, subject to the other requirements. The department verifies the eligibility before empanelment.
The new incentive therefore should not be understood as a scheme where anyone can simply upload a government-related video and automatically claim ₹10,000 or ₹1 lakh.
How the creator payment will work
The performance-based payment is calculated according to the views generated by eligible content. Reports on the amended rules state that the views are assessed after the video has completed 30 days of performance.
A creator reaching 1 lakh eligible views can therefore qualify for ₹10,000 under the stated formula. At 10 lakh views, the amount can reach the maximum of ₹1 lakh for that video.
Even if a video crosses 10 lakh views, the payment remains capped at ₹1 lakh for a single video. This means the incentive does not continue increasing beyond the prescribed maximum.
Why Bihar is encouraging social media creators
The Bihar government is increasingly using digital platforms to reach audiences that may not regularly access traditional government communication channels. By involving creators, the state can use existing social media audiences to explain schemes and programmes in more accessible formats.
The new Bihar Govt Creator Scheme creates a direct link between content reach and the potential incentive. At the same time, the payment remains subject to government eligibility and verification requirements.
