Before getting a learning licence in Bihar, applicants will soon have to complete mandatory driving training. Under the new rules, a learning licence will only be issued after a valid training certificate is uploaded and verified.
Mandatory Training Before Learning Licence
The rules for getting a driving licence in Bihar will become stricter from August 2026. Every person applying for a learning licence will first have to complete training at a recognized driving school.
The duration of the training will be:
21 days for non-commercial vehicles such as cars and bikes.
30 days for heavy commercial vehicles.
Applicants can complete the training at either a government driving school or a recognized private driving school.
Training Certificate Must Be Uploaded
After completing the training, applicants must upload their training certificate to the m-Parivahan portal. This step will be mandatory.
Once the applicant clears the online or offline learning licence exam, they will have to visit the DTO office for document verification. During this process, officials will also verify the training certificate.
A learning licence will only be issued if the certificate is found to be genuine. If a fake certificate is detected, action will be taken against the applicant.
Why the New Rule Is Being Introduced
According to the Transport Department, people who drive without proper training pose a risk to road safety. The department wants to ensure that only trained drivers receive driving licences.
The proposal for the new rule has been sent to the Chief Minister’s Secretariat. After receiving approval, instructions will be emailed to transport officials across all districts for implementation.
More Driving Schools to Open
The Transport Department expects the demand for driving training to increase after the new rules come into force. To meet this demand, it plans to open 200 driving training schools across Bihar.
Out of these, 66 schools have already been approved.

The Transport Department says mandatory training will help applicants by:
Learning correct driving techniques from professional trainers.
Understanding traffic rules, road signs, and lane discipline.
Practising safely using dual-control vehicles.
Becoming familiar with the driving test and licence process.
Learning safe driving techniques for rain, night driving, and emergency situations.
Driving Licence Statistics
During the 2024-25 financial year, Bihar issued 4.32 lakh permanent driving licences, while 5.84 lakh people received learning licences.
According to the state’s Economic Survey, 21.38 lakh driving licences have been issued in Bihar over the last five years.
Rule to Be Implemented Soon
Transport Department Secretary Raj Kumar said that applicants will first have to complete training at a recognized driving school.
Learning and permanent driving licences will only be issued after the training certificate is uploaded. He added that the implementation process is currently underway and the new system will be introduced soon.
