Indian Railways carries millions of passengers every day and is considered the backbone of the country’s transport system.

However, many people still travel without a valid ticket. To stop this practice, the Railways has introduced stricter rules and increased penalties for rule breakers.

Under the new rules, passengers caught travelling without a valid ticket will now have to pay a much higher fine than before. The move aims to reduce ticketless travel and improve discipline among passengers.

Fine Increased Under New Railway Rules

According to the revised rules, Sections 137 and 138 of the Railways Act, 1989, have been amended under the Public Trust Act, 2026. The new rules came into effect on June 20, 2026.

Passengers found travelling without a ticket, using an old ticket, or travelling with an incorrect ticket will now face stricter action.

Earlier, the minimum penalty was ₹250, but it has now been increased to ₹500. In addition to the fine, passengers may also be required to pay the full fare for their journey.

When Can You Be Fined?

The penalty may be imposed in the following situations:

Travelling without a valid ticket.

Using a previously used or expired ticket.

Travelling with the wrong ticket or incorrect travel details.

Railways has advised passengers to always carry a valid ticket while travelling to avoid penalties.

What Happens If You Do Not Pay the Fine?

Indian Railways has warned that passengers who fail to pay the penalty may face legal action. In serious cases, the matter can be taken to court, and the offender may even face imprisonment of up to six months.

The Railways has urged passengers to follow ticketing rules and avoid travelling without a valid ticket to stay away from fines and legal trouble.
