PhonePe to Expand in UAE With New Payment Licenses

PhonePe UAE payment licenses have moved the company closer to launching locally licensed payment services in the country, marking an important step in its international expansion.

The digital payments company has received in-principle approval from the UAE central bank for two payment licenses.

The approvals are not yet a final operating clearance. PhonePe will have to complete additional regulatory requirements and obtain further approval before it can begin local operations in the UAE.

PhonePe UAE Payment Licenses Cover Two Services

The two licenses include Retail Payment Services and Card Schemes, along with Stored Value Facilities.

These approvals could allow PhonePe to offer retail payment services, card-related services and stored-value-based digital payment products in the UAE.

Stored Value Facilities can support digital payment products such as wallets. The Retail Payment Services and Card Schemes approval could also allow the company to work with merchant payments and other domestic payment services, subject to final regulatory approval.

For Indian travellers, PhonePe already has an association with UPI payments in the UAE. The latest development is different because the company is now moving towards establishing a locally licensed payment business in the country.

Local Operations Need Final Regulatory Approval

PhonePe’s current approval is at the in-principle stage. Before starting its local business, the company will need to complete the remaining regulatory process and secure the required final approval.

Once that process is completed, PhonePe could move ahead with partnerships involving local banks, licensed payment service providers and technology companies.

These partnerships would be important for building its payment operations in the UAE.

PhonePe Explores UAE Payment Networks

PhonePe is also exploring potential collaboration opportunities with Aani and Jaywan, two important parts of the UAE’s local payment infrastructure.

Aani is the UAE’s domestic instant payment platform, while Jaywan is integrated with the country’s national card payment network. Potential integration with local payment infrastructure could help PhonePe develop services for the UAE market.

The company has already established a connection with the UAE through UPI payments used by Indian travellers.

Its planned local operations could take the business beyond services aimed primarily at Indian visitors and towards a broader presence in the country’s digital payments ecosystem.

UAE Becomes a Key Overseas Expansion Market

The UAE is significant for PhonePe because it is the first overseas market where the company is moving towards establishing a locally licensed business.

PhonePe was launched in 2016 and has built its core business around digital payments, bill payments, recharges and related financial services in India.

The UAE expansion represents a move to take that payment expertise into an international market.

The latest approvals do not mean that PhonePe’s full local payment operations have already started. The company must still receive final regulatory clearance before launching its locally licensed services.
