Big Change in OCI Cards and Passport Rules Announced

The central government has introduced the Citizenship (Amendment) Rules, 2026, bringing major changes to citizenship and OCI (Overseas Citizenship of India) regulations. These new rules came into effect from April 30, 2026.

The main aim is to make the entire process simpler, more transparent, and fully digital for users.

No Dual Passports for Children

One of the key changes affects minors. Under the new rules, children are no longer allowed to hold both an Indian passport and a foreign passport at the same time.

The government has made it clear that if a child has an Indian passport, there is no need to keep another country’s passport. This rule is defined under Rule 3.

OCI Cards Go Digital with e-OCI

The government has introduced a digital version of the OCI card, called e-OCI.

Now, cardholders will receive both a physical card and a digital record. This step will make it easier to store, access, and verify documents whenever needed.

Entire Application Process Moves Online

All OCI-related services are now completely online. This includes application, registration, surrender, and other services.

Applicants must use the official portal https://ociservices.gov.in to complete their forms. This change will save time and reduce paperwork.

New Rules for Surrender and Cancellation

If someone wants to surrender their OCI card, they must apply online and submit the physical card. After this, they will receive an online receipt, and their name will be removed from records.

If the government cancels an OCI card, the holder must return it. Even if the card is not submitted, it can still be considered cancelled.

In the case of e-OCI, the card will be automatically cancelled once the order is issued.

Clear System for Appeals and Reviews

The new rules also explain the appeal and review process clearly.

If someone challenges a decision, the case will go to a higher authority. The affected person will also get a fair chance to present their side.

Biometric Consent Now Mandatory

Applicants must now give consent to share their biometric data while applying for OCI.

This data will be used for the Fast Track Immigration Programme, making travel and verification faster.
