Delhi Electricity Subsidy Aadhaar Rule has made proof of Aadhaar possession or Aadhaar authentication mandatory for consumers seeking benefits under the capital’s electricity subsidy scheme.
The Delhi government’s Power Department issued a notification on September 30, 2026, requiring eligible applicants to submit their Aadhaar details through a designated web portal or another government-approved method.
The notification was published in the Delhi Gazette on October 1.
However, people who have not yet received an Aadhaar number can still apply for the subsidy by submitting their Aadhaar enrolment details and the required 14-digit Enrolment ID.
What the Delhi Electricity Subsidy Aadhaar Rule Says
Under the new provision, consumers seeking electricity subsidies must furnish proof that they possess an Aadhaar number or complete the prescribed authentication process.
The requirement has been introduced under Section 7 of the Aadhaar Act, 2016, which provides for identity verification when accessing specified government-funded benefits.
The Delhi government has stated that the measure is intended to establish beneficiaries’ identities and make subsidy distribution more transparent.
According to the notification, consumers can provide their Aadhaar information through an online portal or another mode specified by the government.
The scheme is administered through electricity distribution companies and other designated agencies operating in Delhi.
These include BSES Rajdhani Power Limited, BSES Yamuna Power Limited, Tata Power Delhi Distribution Limited, the New Delhi Municipal Council and the Military Engineer Services in their respective areas.
The expenditure on the subsidy scheme is met by the Delhi government.
The new requirement is intended to help establish the identity of consumers receiving the benefit.
What If You Do Not Have an Aadhaar Number?
Consumers who have not yet been assigned an Aadhaar number have not been excluded from applying under the notification.
They can submit an application for Aadhaar enrolment and provide the 14-digit Enrolment ID along with their details to seek the electricity subsidy.
This provision is particularly relevant for residents who have applied for Aadhaar but are still waiting for their number to be assigned.
They should keep their enrolment acknowledgement and follow the application procedure prescribed by the Delhi government.
Consumers should also check the official instructions before submitting personal information.
The notification allows the government to determine the portal or other authorised method through which the required details must be provided.
The Power Department and the agencies implementing the scheme have been directed to publicise the Aadhaar requirement so that beneficiaries are informed about the change.
How Much Electricity Subsidy Do Delhi Consumers Get?
Delhi’s existing electricity subsidy structure provides relief based on monthly consumption.
Under the reported slabs, households consuming up to 200 units of electricity per month receive a 100% subsidy, while consumers using between 201 and 400 units receive a 50% subsidy on the first 200 units.
Consumers whose monthly consumption exceeds 400 units do not receive the subsidy under this structure and must pay the applicable electricity charges.
The Aadhaar notification concerns beneficiary identification and does not itself announce a change to these consumption-based subsidy slabs.
Consumers should therefore distinguish between the new documentation requirement and the existing rules governing the amount of financial relief available on their electricity bills.
Could the New Rule Affect Multiple Electricity Connections?
The Aadhaar requirement could help authorities identify beneficiaries across electricity connections more accurately. Reports on the notification have highlighted the possibility of using Aadhaar details to determine how many meters are associated with an individual receiving a subsidy.
At present, the subsidy is administered through electricity consumer accounts, identified by their respective CA numbers.
Reports have also discussed the possibility of future changes if the government decides to transfer subsidy amounts directly into bank accounts.
However, the notification does not itself establish a new one-meter-per-person subsidy limit or announce that the existing subsidy structure has changed. Any such change would require a separate policy decision or applicable instructions.
For now, consumers seeking the electricity subsidy should focus on complying with the newly notified Aadhaar requirement and checking the approved submission process.
The key takeaway from the Delhi Electricity Subsidy Aadhaar Rule is that eligible beneficiaries must provide Aadhaar proof or complete the prescribed authentication process, while people without an assigned Aadhaar number can use their 14-digit enrolment ID as specified in the notification.
