Saudi Arabia has launched a new official digital platform that allows foreign individuals, residents, and companies to apply for property ownership in the Kingdom online.
The move comes under the new Foreign Real Estate Ownership Law, which became effective in January 2026.
According to the Real Estate General Authority (REGA), all applications will now be handled through the Saudi Properties portal, which acts as the central system for foreign property ownership requests.
What the New Saudi Properties Portal Offers
The newly launched portal allows users to complete the entire property ownership process online.
Applicants can check eligibility, explore available investment opportunities, submit applications, and track their request status in real time.
Non-Saudi residents living in the Kingdom can apply directly using their residency number.
Their eligibility is verified through a fully digital approval process.
For foreign applicants living outside Saudi Arabia, the process starts by obtaining a digital identity card through Saudi embassies or consulates before applying online.
Foreign companies without an existing presence in Saudi Arabia must first register with the Ministry of Investment via the Invest Saudi platform and obtain a unified national number before applying for property ownership.
Where Foreign Ownership Is Allowed and Restricted
Under the new system, foreign individuals and companies are allowed to own real estate in designated areas across Saudi Arabia, based on specific rules and approved regions.
However, stricter regulations still apply in the holy cities of Makkah and Madinah.
In these areas, property ownership is limited to Saudi companies and Muslim individuals, whether they are residents or foreign nationals.
Aim of the New Digital System
REGA stated that the new platform is designed to improve transparency and simplify the property ownership process for foreign investors.
By integrating official data and regulatory checks into one system, the government aims to make transactions more efficient and secure.
The portal is also expected to boost investor confidence, support urban development, and create a smoother experience for anyone applying for real estate ownership in Saudi Arabia.
The Saudi Properties portal will now serve as the only official channel for all foreign property ownership applications and related information.
