Delhi PUC Certificate rules are set to come under stricter enforcement as the Delhi government prepares to launch a special campaign against vehicles without a valid Pollution Under Control Certificate from October 1.
The move comes as the capital continues efforts to control vehicle-related pollution.
Delhi Chief Minister Rekha Gupta said vehicles found without a valid PUC certificate will face action under the applicable rules. Officials said the current provisions can lead to a fine of up to ₹10,000.
Delhi PUC Certificate Checks From October 1
A PUC certificate confirms that a vehicle’s emissions are within the prescribed limits under the Motor Vehicle Rules. Vehicles are tested at authorised PUC centres, many of which operate at petrol pumps.
If a vehicle meets the required emission standards during the test, a PUC certificate is issued. The certificate must be produced when demanded by authorised enforcement officers.
The government also plans to use technology to monitor PUC centres and improve their functioning. The aim is to make the pollution-testing system more effective and reliable.
₹10,000 Fine for Missing PUC
Under Rule 115(7) of the Central Motor Vehicles Rules, 1989, motor vehicles are required to have a valid PUC certificate.
The rule applies to petrol, diesel and CNG vehicles, while electric vehicles are exempt because they do not produce tailpipe emissions.
If a vehicle does not have a valid PUC certificate or the certificate has expired, action can be taken under Section 190(2) of the Motor Vehicles Act, 1988.
The stated penalties can include a fine of up to ₹10,000, imprisonment of up to six months, or both.
The Transport Department can also suspend the vehicle owner’s driving licence for three months under the applicable provisions.
How to Get a PUC Certificate
A PUC certificate is issued after a vehicle undergoes an emissions test at an authorised centre. If the vehicle’s emissions are within the prescribed limits, the certificate is provided after the inspection.
If a vehicle continues to produce excessive emissions despite having a PUC certificate, the owner may be required to obtain a new certificate within seven days.
PUC testing centres are commonly available near petrol pumps and workshops. The source states that obtaining a PUC certificate costs around ₹100.
PUC Checks Increase in Winter
Delhi authorities conduct checks against vehicles that violate pollution-related rules throughout the year.
However, enforcement is intensified during winter because air pollution levels in the capital are generally a major concern during the season.
The Transport Department and Traffic Police carry out enforcement under the Motor Vehicles Act and Delhi Motor Vehicles Rules.
The campaign is aimed at ensuring vehicles on Delhi’s roads do not produce emissions beyond prescribed limits.
