Centre Clarifies Education Allowance and Hostel Subsidy Rules for Employees

The Department of Personnel and Training (DoPT) has issued an important clarification regarding the Children Education Allowance (CEA) and Hostel Subsidy for Central Government employees.

The good news is that the allowance amounts have not changed.

However, DoPT has corrected one key rule related to how Hostel Subsidy will be reimbursed, removing confusion created by an earlier order.

The clarification was issued through an Office Memorandum dated June 30, 2026.

What Has Changed?

According to the latest corrigendum, the Children Education Allowance (CEA) will continue to be paid as a fixed amount of ₹2,812.50 per month per child, regardless of how much the employee actually spends.

However, the rule for Hostel Subsidy has been clarified.

Employees will now receive reimbursement of up to ₹8,437.50 per month per child, or the actual boarding and lodging expenses, whichever is lower.

This replaces the wording used in the earlier April 2024 order, which had suggested that the hostel subsidy would also be paid as a fixed amount irrespective of actual expenses.

What Has Not Changed?

DoPT has made it clear that only the wording has been corrected.

The allowance rates remain exactly the same.

All other rules and conditions mentioned in the Office Memorandums issued on July 17, 2018, and April 25, 2024, will continue to apply.

Why Were These Allowances Increased?

The revised allowance rates came into effect after the Dearness Allowance (DA) for Central Government employees increased to 50% from January 1, 2024.

As per DoPT rules issued in 2018, whenever DA reaches 50%, the limits for Children Education Allowance and Hostel Subsidy automatically increase by 25%.

Following the DA hike announced by the Ministry of Finance in March 2024, DoPT revised these allowances through its order issued on April 25, 2024.

Current CEA and Hostel Subsidy Rates

The revised rates continue to remain effective from January 1, 2024:

Children Education Allowance (CEA): ₹2,812.50 per month per child (fixed amount).

Hostel Subsidy: Up to ₹8,437.50 per month per child or the actual boarding and lodging expenses, whichever is lower.

CEA for Divyang children: ₹5,625 per month per child.

Special Child Care Allowance for women employees with disabilities: ₹3,750 per month.

What Does This Mean for Employees?

For most Central Government employees, this clarification will not increase or decrease their allowance.

The main purpose of the corrigendum is to remove confusion about Hostel Subsidy claims.

Employees can now clearly understand that reimbursement will be limited to the actual boarding and lodging expenses, subject to the maximum limit of ₹8,437.50 per month per child.

The updated wording is expected to make the reimbursement process clearer and reduce confusion while submitting claims.
