As of December 1, 2023, revised rules governing SIM cards have come into effect, altering the landscape of purchasing, selling, and changing SIM cards.

Key Changes in SIM Card Rules
1) Customer and Seller Verification
Both the buyer and seller involved in a SIM card transaction must undergo verification. This includes customer identity verification and mandatory registration for sellers. Police verification for SIM dealers is also now compulsory.
2) Government’s Anti-Fraud Initiative
The government has introduced these rules as part of an initiative to combat the rising cases of cyber fraud, particularly those involving fake SIMs. The measures aim to reduce fraud instances, offering relief to the general public.
3) Crackdown on Fraudulent SIM Purchases
The new rules empower authorities to take strict action against individuals acquiring SIM cards under false identities. Violations could result in fines of up to Rs 10 lakh.
4) Limit on SIM Purchases
The number of SIM card purchases has been capped at 9 per individual, contingent upon identity verification. Demographic data, along with Aadhaar, is now mandatory for new SIM card purchases or applying for a new SIM using an existing number.
5) Business Connection for Bulk SIM Sales
Purchasing or selling bulk SIM cards now requires a business connection, emphasizing a more stringent process.
6) Deactivation and Reactivation Period
If a SIM card is deactivated, it can only be reissued to another customer after a mandatory 90-day waiting period.
7) Penalties for Illegal Activities
SIM dealers found involved in any illegal activities risk termination of their relationship with the telecom operator for a three-year period. Unregistered SIM vendors as of November 30 may face fines and imprisonment.
8) Government’s Statement
Union Communications Minister Ashwini Vaishnav highlighted the government’s efforts in blocking over 52 lakh fraudulently obtained connections and blacklisting 67 thousand dealers as part of the ongoing anti-fraud measures.
These rules are expected to bolster security measures and safeguard against fraudulent activities related to SIM cards.
