The Railways has simplified the promotion process for its millions of employees. Under the new rule, employees may become eligible for promotion even if they have not completed two full years of service in their lower post.
The existing condition of a minimum two-year service period, also known as the residency period, must now be completed within the specified vacancy assessment period.
Earlier, an employee generally needed at least two years of regular service in a lower post to qualify for promotion to a higher post.
However, there was confusion about the exact date by which the two-year service period had to be completed.
New Time Limit for Completing Two Years of Service
In many cases, employees were declared ineligible on the very day the promotion process started because they had not completed two years of service.
To remove this confusion, the Railway Board issued an order on August 10. The order clearly explains when the two-year service requirement must be completed.
For selection posts, where promotions are based on a written examination and merit, the employee must complete the required two years of service within the 15-month vacancy assessment period.
For non-selection posts, where promotions are based on seniority and service records, the two-year service requirement must be completed within the 12-month vacancy assessment cycle.
Ad Hoc Service Will Also Be Counted
The Railways has also clarified that if an employee worked as an ad hoc employee immediately before being appointed on a regular basis,
and there was no break between the two periods, that ad hoc service will also be counted towards the minimum two-year service requirement.
Another important provision is related to senior employees.
If a junior employee becomes eligible for promotion, the senior employee will also be considered eligible for promotion, even if the senior employee has not completed two years of total service in the lower post.
New Rule Applies to Current and Future Promotions
Deputy Director Establishment Ajay Goyal said that old cases that have already been closed will not be reopened.
The new rule will apply to all ongoing and upcoming promotion processes. This change is expected to remove confusion over the two-year service requirement and make the promotion process clearer for railway employees.
