Himachal Govt Employees to Get Full Salary During Study Leave

Himachal Pradesh government employees have received a major relief. Employees who take study leave for higher education, research, professional courses, or specialized training will now continue to receive their full salary.

The state government has also confirmed that Dearness Allowance (DA) and House Rent Allowance (HRA) will be paid during the study leave period, ensuring employees do not face financial stress while improving their skills.

New Study Leave Rules Explained

The Finance Department has amended the Central Civil Services (Leave) Rules, 1972, making study leave more employee-friendly. The revised rules will be effective from August 7, 2024.

Under the new rules, employees going on study leave in India or abroad will receive the same salary they were getting before starting their leave. Along with the salary, DA and HRA will also continue without interruption.

The government believes this move will encourage employees to pursue higher education, research, and specialized training.

It is also expected to improve administrative skills, introduce modern work practices, and enhance the quality of government services.

What If an Employee Receives a Scholarship?

The government has also clarified the rules for employees who receive financial support during study leave.

If an employee gets a scholarship, stipend, or payment from part-time work while on study leave, that amount will be adjusted against the leave salary.

However, the employee’s leave salary will never be reduced below the amount payable under half-pay leave.

To claim the full benefit, employees will also need to certify that they are not receiving any scholarship, stipend, or income from part-time employment during the study leave period.
