Birth and Death Certificate Rules Changed in UP

People living in Uttar Pradesh will now have to pay higher fees for delayed birth and death registrations. The state government has made important changes to the Birth and Death Registration Act, 1969.

These new rules increase registration charges and also introduce stricter conditions for late registrations.

The proposal was approved in a cabinet meeting chaired by Yogi Adityanath.

Registration After 21 Days Will Cost More

Under the new rules, registration fees have been increased significantly for people who delay the process.

Here is the new fee structure:

Registration between 21 and 30 days after birth or death will now cost ₹20 instead of ₹2.

Registration between 30 days and one year will now cost ₹50 instead of ₹5.

If registration is done after one year, the fee will now be ₹100 instead of ₹10.

Reports also say that if the registration is delayed by more than one year, approval from the District Magistrate (DM) or Sub-Divisional Magistrate (SDM) will be required.

The original Birth and Death Registration Act was introduced by the central government on May 31, 1969. It was later amended in 2023.

After that, Uttar Pradesh created its own rules on August 11, 2023. The latest cabinet meeting has now approved changes to those rules.

New Rule for Naming Children

The government has also made rules regarding children whose names are not added at the time of birth registration.

If parents register a child’s birth without a name, they must inform the registrar within 12 months. If they fail to do this and add the name after 12 months and up to 15 years, penalties may apply.

Officials also said that if there is any mistake in the name or other details in the certificate, corrections can be made by submitting an application to the district registrar.

Charges Increased for Duplicate Certificates

The government has also increased fees for getting duplicate birth or death certificates.

If a certificate is lost, a fee of ₹20 will now be charged for one application during the first year instead of ₹2.

For every additional year, another ₹20 fee will apply.

A fee of ₹50 will now be charged for each birth or death certificate instead of ₹5.

The government considers birth and death records as permanent and very important documents.

The birth and death registration system in Uttar Pradesh is managed by the Medical and Health Department, Panchayati Raj Department, and local bodies across all 75 districts.

The state currently has:

57,694 gram panchayats

17 municipal corporations

200 municipal councils

545 nagar panchayats

13 cantonment boards

8 industrial areas

27,141 government medical facilities
