October 1 Rules Change for LPG, FD and Birth Registration

October 1 rules change in several important areas, including LPG subsidy, bulk fixed deposits and birth and death registration.

The new provisions are scheduled to come into effect from October 1, 2026, making it important for consumers and families to understand the changes.

The changes cover Aadhaar authentication for subsidised LPG cylinders, the definition of bulk deposits for banks and stricter procedures for delayed registration of births and deaths.

October 1 Rules Change LPG Subsidy Requirements

Under the new LPG subsidy rules, biometric Aadhaar authentication will be required for customers seeking subsidised cylinders.

Customers who have not completed the authentication process will need to do so to continue receiving subsidy benefits.

However, the supply of LPG cylinders will not be stopped merely because biometric Aadhaar authentication has not been completed.

Such customers may instead have to purchase cylinders at the prevailing market price and may not receive the subsidy.

The government says the authentication process is intended to ensure that LPG subsidy benefits reach eligible families and help prevent misuse of domestic LPG connections.

As of September 19, 2026, around 89.9% of active LPG customers had completed biometric Aadhaar authentication.

Bulk FD Rules Also Change From October 1

The Reserve Bank of India has revised rules concerning bulk deposits. From October 1, fixed deposits of ₹3 crore or more will be treated as bulk deposits, compared with the earlier threshold of ₹2 crore.

Banks will be able to offer different interest rates for bulk deposits according to their requirements. The revised interest rate provisions will also take effect from October 1.

Banks will have to update applicable rates on their websites by 10 am on every working day. A 10-minute grace period has been provided, meaning the updated rate should be displayed by 10:10 am.

For deposits with the same amount and tenure booked on the same date, banks will have to offer the same rate across their branches. The change is aimed at improving transparency in deposit interest rates.

October 1 Rules Change Birth and Death Registration

The provisions of the Registration of Births and Deaths (Amendment) Act, 2026 are scheduled to come into force from October 1, 2026. The amendment makes the procedure for delayed registration of births and deaths stricter.

For registration delayed by more than two years, an order from a First Class Judicial Magistrate will be required.

For delays between one and two years, approval from the District Magistrate, Sub-District Magistrate or an authorised Executive Magistrate will be required.

The concerned officials will verify the information submitted before allowing registration, subject to payment of the prescribed fee.

Why These October Changes Matter

The revised provisions cover everyday financial and documentation-related services. LPG customers seeking subsidy benefits will need to complete the required Aadhaar authentication, while bank customers with large fixed deposits may see changes in how bulk deposits and interest rates are handled.

Families dealing with delayed birth or death registrations will also face additional verification and approval requirements under the amended framework.

The changes are intended to improve transparency, strengthen verification and encourage timely registration and reporting.
