The distinction matters for senior citizens who do not have an Aadhaar number or cannot complete Aadhaar-based authentication.

Not having Aadhaar does not automatically mean a pensioner cannot submit a life certificate or continue receiving a pension.

Jeevan Pramaan Without Aadhaar: What Are the Rules?

Jeevan Pramaan is a government digital service that allows eligible pensioners to submit a Digital Life Certificate (DLC) using Aadhaar-based authentication.

The process uses biometric verification, including fingerprint, iris or face authentication, and makes the certificate available electronically to the pension disbursing agency.

An Aadhaar number or Virtual ID is mandatory for generating a Jeevan Pramaan certificate.

Pensioners who do not have either cannot use this particular digital certificate route.

However, the traditional life certificate process remains an alternative.

Depending on the pension scheme, pensioners may submit the certificate in person to their pension disbursing agency or use an authorised certification method if they cannot visit because of illness or physical limitations.

The applicable procedure depends on whether the pension comes from the Central Government, a state government, the Employees’ Pension Scheme (EPS) or another pension authority.

How to Submit a Life Certificate Without Aadhaar

Pensioners who do not have Aadhaar should check the procedure prescribed by their pension disbursing authority.

For eligible Central Government pensioners, the traditional method involves appearing before the pension disbursing agency, such as the bank handling the pension, or obtaining a life certificate authenticated by an authorised official when personal appearance is not possible.

The alternative procedure may differ for pensioners covered by EPS or other schemes.

EPS pensioners should confirm the documentation and certification requirements with their pension-paying bank or the Employees’ Provident Fund Organisation.

Pensioners should not assume that every digital doorstep service is Aadhaar-free. Some services require Aadhaar to be registered with the pension disbursing authority before the certificate can be generated.

Can Pensioners Submit a Life Certificate Online?

Pensioners with Aadhaar can use the Jeevan Pramaan application to generate a Digital Life Certificate through supported authentication methods.

The service is designed to reduce the need to visit a bank or pension office personally.

The official application supports face authentication on compatible Android and iOS devices.

This method uses a smartphone camera and does not require an external fingerprint scanner, although Aadhaar-based authentication is still necessary.

Pensioners can also obtain assistance at authorised Jeevan Pramaan centres, including participating Citizen Service Centres and pension disbursing agency offices.

Once a certificate is generated successfully, it is made available electronically to the relevant agency, subject to acceptance under the applicable pension rules.

Life Certificate Deadlines for Pensioners in 2026

Central Government pensioners generally submit their annual life certificates in November.

Pensioners aged 80 years and above have an established provision allowing them to begin submitting their certificates from October 1.

For EPS pensioners, the life certificate requirement generally follows a rolling 12-month validity cycle rather than the same annual November window.

Pensioners should check their scheme’s requirements and the validity of their previous certificate.

Missing the applicable submission deadline can interrupt pension payments until the required verification is completed.

Pensioners should therefore confirm their deadline with the relevant authority instead of assuming that all schemes follow the same calendar.

The most important point is that Aadhaar is mandatory for Jeevan Pramaan, but it is not universally mandatory for every method of submitting a pension life certificate.

Pensioners without Aadhaar should identify their pension scheme and follow the alternative procedure accepted by their pension disbursing authority.
