No, the RBI has not issued any notification or official announcement about reducing the working days of banks to 5 days a week. Current Bank Working Schedule:

Banks remain closed on Sundays and National Holidays.

Banks are closed on the second and fourth Saturdays of each month.

Banks are open on first, third, and fifth Saturdays.
