Canada Student Visa Rules have changed in 2026, bringing new requirements for international students planning to study in the country.
The changes cover financial proof, study permit allocations, admission document verification and mandatory work placements.
One major change is the higher amount students need to show for living expenses.
At the same time, eligible post-secondary students have received some relief, as a separate co-op work permit is no longer required for certain mandatory work placements.
Canada Student Visa Rules Raise Fund Requirement
For study permit applications submitted on or after September 1, 2026, a single student applying outside Quebec needs to show at least C$23,448 for living expenses.
The previous requirement was C$22,895. Importantly, the new C$23,448 requirement covers living expenses only.
Students must separately account for their tuition fees and travel costs when demonstrating that they have sufficient funds to study and live in Canada.
Applicants are expected to show that they have enough financial resources at the time of application. They should not depend on potential future earnings from employment in Canada to meet this requirement.
Families Need to Show More Money
The required amount increases when family members accompany the student to Canada.
For example, according to the stated requirements, a family of three needs to show C$35,888 for living expenses.
Students planning to travel with family members should therefore check the financial requirement applicable to their household size before submitting a study permit application.
Canada Plans Fewer New Student Arrivals
The higher financial requirement comes as Canada continues efforts to control the number of temporary residents entering the country.
Under Canada’s 2026-2028 Immigration Levels Plan, the target for new international student arrivals in 2026 is 155,000.
Separately, a maximum of 180,000 study permits is expected to be issued in 2026 to applicants covered by the provincial and territorial allocation system and requiring an attestation letter.
These two numbers represent different measures. The 155,000 figure relates to targeted new student arrivals, while the 180,000 figure concerns study permits under the allocation system.
PAL and TAL Remain Important
Most international students who fall under the requirement need a Provincial Attestation Letter or Territorial Attestation Letter before applying for a study permit.
The PAL or TAL confirms that the student has a place within the international student allocation of the relevant province or territory.
Students generally obtain the required document through their Designated Learning Institution after completing the necessary admission steps.
Receiving admission from a Canadian college or university by itself does not guarantee approval of a study permit. Applicants must also satisfy immigration requirements, including PAL or TAL rules where applicable.
Canada is also strengthening verification of Letters of Acceptance to tackle fraudulent or unverifiable admission documents.
If information in an admission document does not match the verification system, further clarification may be sought. Incorrect or false documentation can have serious consequences, including refusal on misrepresentation grounds where applicable.
The expanded verification function is expected to be strengthened further by September 30, 2026.
Co-op Work Permit Process Gets Easier
Not every change under the Canada Student Visa Rules makes the process more difficult.
From April 1, 2026, eligible international students at post-secondary institutions no longer need a separate co-op work permit for certain mandatory work placements.
If a co-op, internship or similar work placement is an essential part of an eligible programme and the student meets the applicable conditions, the placement can be completed under the study permit.
This removes an additional permit step for eligible students whose courses require practical work experience.
