Bihar Land Registry Now Fully Online & Secure

From July 1, 2025, major changes have been implemented in the land registration process in Bihar.

The government has enforced four strict rules to stop fraud and tackle the land mafia. These steps aim to make the registration process transparent, secure, and fully digital.

The new rules include Aadhaar biometric verification, digital document upload, online payment, and providing a digital receipt and registry copy.

The first rule requires mandatory Aadhaar-based biometric verification. Now, the buyer, seller, and witnesses must confirm their identity using fingerprints and retina scans.

This will prevent the use of fake identities and stop benami (illegal) property deals.

The second rule states that all documents such as the sale deed, khata-khesra, and ID proof must be uploaded on the Bihar Bhoomi portal. This will help stop land grabbing using fake papers.

The third rule says that payment of registry fees and stamp duty will be done only through digital methods, and the receipt will be stored securely in the system.

The fourth rule ensures that once the registry is complete, a digital copy will be available immediately. This can be downloaded anytime and will help avoid tampering with physical papers.

The Registration Department says these rules will directly target the land mafia and fraudsters. Earlier, cases of land grabbing using fake papers and identities were common in Bihar.

For example, in 2024, many such cases were reported in Patna and Muzaffarpur. Now, with digital records and biometric checks, such frauds will be reduced.

For registration, people will now need to book a slot and upload documents on the Bihar Bhoomi Portal.

After that, biometric verification and checking of original documents will be done at the sub-registrar office.
