Ontario REDI Immigration Initiative Reopens for Skilled Workers

Ontario REDI Immigration Initiative has reopened, giving skilled foreign workers another potential opportunity to obtain permanent residence (PR) in Canada.

The renewed programme will focus on six selected communities outside the Greater Toronto Area (GTA) and will remain active until December 31, 2027.

The initiative is designed to help regional employers address labour shortages by attracting skilled international workers.

It also aims to encourage newcomers to settle in smaller cities and regional districts rather than concentrating mainly in major urban centres such as Toronto.

For foreign workers hoping to build a future in Canada, the reopening creates another possible route through Ontario’s provincial immigration system.

However, applicants must meet the eligibility requirements of the relevant immigration pathway.

Which Six Ontario Regions Are Included?

The latest round of the Regional Economic Development through Immigration (REDI) initiative includes six participating communities and districts.

These locations have been selected based on their workforce requirements, economic development potential and ability to support newcomers.

The six participating regions are Greater Sudbury, Kenora District, Nipissing District, Rainy River District, Renfrew County and Thunder Bay.

These communities are located outside the Greater Toronto Area and have been identified as areas where employers need additional skilled workers.

The programme will provide dedicated provincial nomination spaces to the selected regions.

Ontario has also considered factors such as employer engagement, economic diversification and the availability of settlement services when selecting participating communities.

The aim is to ensure that international workers can contribute to local businesses while receiving support as they establish themselves in their new communities.

Ontario REDI Immigration Initiative Eligibility Rules

The programme is intended for skilled foreign workers who are interested in living and working in one of the six participating regions.

However, selecting an eligible location does not automatically make someone eligible for Canadian permanent residence.

Candidates must satisfy the requirements of the applicable Ontario Immigrant Nominee Program (OINP) immigration pathway.

Their eligibility will depend on the relevant immigration stream and its conditions, including applicable employment, educational, work experience and other requirements.

One important point for prospective applicants is that there is no separate application process for the REDI initiative.

Interested candidates must apply through the regular OINP system and meet the requirements of the relevant pathway.

The initiative provides additional regional opportunities within Ontario’s provincial immigration programme rather than creating an independent immigration category.

How Does the Canada PR Process Work?

The Regional Economic Development through Immigration initiative operates under the Ontario Immigrant Nominee Program, which allows the provincial government to nominate eligible foreign nationals whose skills and experience can support the local economy.

The process involves both provincial and federal authorities.

Ontario assesses candidates under its immigration programme, and eligible individuals may receive a provincial nomination.

A provincial nomination can support an application for Canadian permanent residence. However, it does not automatically guarantee PR approval.

The federal government, through Immigration, Refugees and Citizenship Canada (IRCC), makes the final decision on permanent residence applications.

Applicants must satisfy the applicable federal immigration requirements before receiving permanent resident status.

Therefore, foreign workers should carefully review both provincial and federal requirements before making immigration plans.

REDI Programme to Continue Until December 2027

The latest round of the initiative will run until December 31, 2027.

Ontario plans to allocate nomination spaces to the six selected communities to help them attract international talent and address local employment requirements.

The programme builds on Ontario’s earlier regional immigration efforts.

The initiative originally started as a pilot in 2020 with three partner communities before expanding in 2025.

According to the Ontario government, the regional initiative has supported the nomination of nearly 1,000 workers across seven partner communities.

These nominations have helped strengthen important economic sectors, including healthcare and skilled trades.

The latest expansion continues the province’s efforts to distribute immigration opportunities across different regions and support employers facing difficulties finding suitable workers.

What Should Skilled Workers Do Now?

Foreign workers interested in moving to Ontario should first determine whether they are willing to settle and work in one of the six participating regions.

They should then review the latest OINP eligibility criteria and identify the immigration pathway that matches their qualifications, professional experience and employment circumstances.

Candidates should also remember that the REDI initiative does not guarantee a job offer, provincial nomination or permanent residence.

Meeting the requirements of the applicable immigration stream remains essential.

With the programme continuing through the end of 2027, skilled workers considering smaller communities in Ontario can explore whether this regional immigration opportunity matches their long-term plans to settle in Canada.
