Australia visa rules may tighten for international students as the government seeks greater control over the visa system and wants immigration to deliver clear economic benefits.
Immigration Minister Tony Burke outlined the government’s position during a speech at the National Press Club.
The minister said the government supports immigration that benefits Australia but does not want the visa system to be used mainly as a route to long-term residence.
Australia Visa Rules Focus on Student Pathways
Tony Burke said not every change from one visa to another should be described as “visa hopping”.
According to the minister, a student who completes an eligible course in an area facing a skilled-worker shortage, takes a related job on a graduate visa and later moves to another visa with employer support can have a legitimate pathway.
The government is concerned about cases where people repeatedly change courses or visas primarily to extend their stay in Australia rather than to pursue genuine education.
Burke said students will still be able to extend their studies or change institutions when there is a valid reason.
However, the government wants students to show genuine academic progression, such as moving from a bachelor’s degree to a master’s degree.
Australia Visa Rules Could Affect Family Members
The proposed changes also include provisions concerning family members of international students and graduate visa holders.
The government is considering restrictions that could prevent students and graduate visa holders from automatically bringing family members to Australia.
Some exemptions may apply to specific categories, including certain students from Pacific and ASEAN countries and those undertaking specialised programs such as PhD studies.
The details of the proposed changes and applicable exemptions will determine how individual students and their families are affected.
Indian Students Remain a Major Group in Australia
The issue is particularly important for Indian students because India is one of Australia’s largest sources of international students.
According to the Australian data cited in the report, Indian students accounted for around 16% of international student arrivals during the first five months of 2026.
More than 100,000 Indian students arrived during that period, compared with around 160,000 students from China. This makes India Australia’s second-largest source of international students after China during the period.
Minister Rejects Claim About Yoga Teachers
Tony Burke also rejected claims that Australia was allowing more yoga teachers to enter the country than construction workers.
He said just under 15,000 construction workers entered Australia last year, compared with around 4,500 previously.
According to Burke, the number of yoga teachers invited to Australia during the current government’s tenure has been zero.
He also said provisions covering yoga instructors were introduced through the India-Australia Economic Cooperation and Trade Agreement under the previous government.
The agreement, signed in April 2022 and implemented in December 2022, allows up to 1,800 qualified Indian professionals to temporarily enter Australia each year under certain categories, including Indian chefs and yoga instructors. This is a maximum permitted number and does not mean that 1,800 yoga teachers enter Australia every year.
Australia’s immigration debate is therefore focusing on ensuring that student and other visa pathways are used for their intended purposes while maintaining migration that supports the country’s economic needs.
