Canada Work Permit Holders can now study certain short-term programmes without applying for a separate study permit.
The temporary policy, effective September 4, 2026, gives eligible foreign workers more flexibility to gain new skills while continuing to work in Canada.
The change is particularly relevant for Indian workers in Canada, who can use the new provision for eligible courses of up to six months.
The policy is intended to help workers upgrade their skills, obtain professional credentials and improve their career opportunities.
Canada Work Permit Holders Get New Study Option
Under the temporary measure, a foreign worker must have a valid work permit and the course or programme must be six months or less.
The authorization continues only until the work permit expires or the temporary policy ends, whichever comes first.
The new rule also removes an earlier restriction related to the period of stay initially authorized when the worker entered Canada.
This means eligible workers can study a qualifying short programme even when it extends beyond their original authorized period of stay, provided their work permit remains valid.
Indian Workers Can Benefit From the Change
Indian nationals form a significant part of Canada’s foreign-worker population, making the policy relevant to many Indians already working in the country.
The measure can allow eligible workers to pursue short-term education or training without going through a separate study-permit application.
Canada says the measure is aimed at helping temporary workers develop skills in areas where the country has workforce needs.
The government specifically highlighted sectors and occupations including trades, nursing and laboratory technology.
The policy can also support workers seeking additional credentials or professional licensing that could help them move into higher-skilled occupations.
However, eligibility depends on meeting the conditions of the temporary public policy.
Study Without Permit Has Important Limits
The new provision does not allow unlimited study. The programme must be six months or less, and the worker must hold a valid work permit.
If the work permit expires before the course is completed, the authorization to study under this policy also ends.
Full-time study remains different.
Canada’s government has clarified that full-time studies still require a study permit, so workers should not assume that the new policy provides a route to undertake any regular long-term academic programme without one.
Workers who study without a study permit also cannot rely on that study status to obtain student work authorization.
Canada’s immigration guidance states that a person without a study permit cannot work while studying on the basis of student authorization.
Canada Study Policy Runs Until December 2027
The temporary policy came into effect on September 4, 2026, and is scheduled to remain in force until December 31, 2027.
Canada can revoke the policy earlier without prior notice.
The measure replaces an earlier temporary policy that expired on June 27, 2026.
The latest change therefore restores and expands access to short-term study opportunities for eligible foreign workers already holding valid work permits in Canada.
