The Canadian government has introduced stricter rules under the Temporary Foreign Worker Program (TFWP).
The changes include higher minimum salary requirements, tighter hiring rules for employers, and stricter conditions for low-paying jobs.
These new rules are expected to make it more difficult for foreign workers, including Indians, to secure jobs in Canada.
Why Has Canada Changed the Rules?
The Canadian government says the decision was taken to address concerns about rising unemployment and low wages for local workers.
The TFWP has been one of the most common ways for Canadian companies to hire foreign workers.
However, the government now wants employers to give more priority to local job seekers before hiring workers from abroad.
Higher Minimum Salary Required
Under the new rules, companies located in areas with high unemployment can hire foreign workers only if they offer salaries that meet the government’s minimum wage threshold.
If a job pays below the prescribed salary, a TFWP work permit will not be issued or renewed.
Here are the new minimum hourly wage requirements in some major provinces:
Ontario: $36.92 per hour
British Columbia: $38.40 per hour
Alberta: $37.50 per hour
Quebec: $36.00 per hour
Manitoba: $31.33 per hour
Saskatchewan: $34.62 per hour
These rules apply to major cities with an unemployment rate of 6% or more, including Toronto, Vancouver, Calgary, and Montreal.
Tougher Rules for Low-Paying Jobs
Employers offering jobs below the required salary level will now have to follow stricter conditions.
Some of the key changes include:
Foreign workers cannot make up more than 10% of the workforce at a single work location.
Companies must advertise job openings for at least eight weeks, instead of the earlier four weeks.
Workers hired under the lower-wage category may also have to bear housing and travel expenses, depending on the job and employer.
These measures are aimed at encouraging employers to hire local workers first.
What Do These Changes Mean for Indians?
The new rules mean that Indian job seekers will have fewer opportunities for low-paying jobs in Canada.
To qualify for a work permit under the TFWP, applicants will now need job offers that meet the higher salary requirements set by the government. Getting visas for lower-paying jobs is likely to become more difficult.
In addition, the overall number of Temporary Foreign Worker Program permits has been reduced, meaning competition for jobs will increase.
As a result, Indian professionals with specialized skills, qualifications, and higher-paying job offers are expected to have a better chance of working in Canada under the new rules.
