Govt allows use of Private Motorcycles for Taxi Services

The Ministry of Road Transport and Highways has issued updated guidelines advising state governments to allow personal motorcycles to be used as taxis through ride-hailing platforms.

This is the first time the central government has clearly asked states to permit motorcycle taxi services using non-commercial two-wheelers.

Ride-hailing companies have welcomed this move, saying that it is important for states to implement the guidelines quickly.

According to the new guidelines, states can allow the use of personal motorcycles for shared transport services through aggregators.

This step could help reduce traffic congestion and air pollution. It may also lead to more affordable travel options, support local deliveries, and create new job opportunities, among other benefits.

This advisory comes after the Karnataka High Court banned motorcycle taxis due to the absence of proper rules for such services.

The updated guidelines also mention that states can charge a fee from aggregators for giving permission to use personal motorcycles as taxis.

This permission can be granted on a daily, weekly, or fortnightly basis, depending on the state government’s decision.

In a letter to state governments, the Ministry said, “The Motor Vehicle Aggregator Guidelines, 2020 have been updated to reflect the changes in the aggregator industry.

The new rules (Motor Vehicle Aggregator Guidelines, 2025) aim to provide a simple regulatory system while ensuring user safety and the well-being of drivers.”

Rapido, an urban mobility company, stated, “By allowing personal motorcycles to be used for shared rides, the government is offering affordable transport to millions of people in underserved and local areas.”

Similarly, a spokesperson from Uber said, “Quick action by states is essential to make sure the guidelines are applied consistently and provide clarity for everyone involved.”
