Obtaining a driver’s license in India has been a lengthy and complicated process, involving multiple agencies and forms.
This complexity has led to unethical practices and hindered road safety efforts.
Ministry’s Initiative for Streamlined Procedures
To address these issues, the Ministry of Road Transport and Highways has introduced significant changes to the driving license rules in India,
aiming to enhance safety and simplify the application process.
Key Changes Effective from June 1
1) Centralized Driving Tests
Instead of taking the driving test at individual Regional Transport Offices (RTOs), applicants can now choose the nearest authorized center. Private companies certified by the government will conduct these tests.
2) Stricter Penalties for Driving Without License
Penalties for driving without a valid license have been increased, with fines up to ₹2,000 and stringent actions against both minors and their parents. Vehicle registration certificates may also be canceled.
3) Simplified Documentation
The paperwork required for obtaining a driver’s license has been streamlined to include only essential documents. Applicants will receive advance notification regarding the necessary paperwork for their desired license type.
4) Ecological Focus
The Ministry plans to phase out 9,000 outdated government vehicles and elevate emission standards for other vehicles to promote eco-friendliness on highways.
5) Application Process
The process for applying for a driver’s license remains unchanged. Applicants can apply online through the Ministry’s official website or manually at the relevant RTO.
Updated Guidelines for Private Driving Schools
1) Land Requirements – Driving training centers must have a minimum of 1 acre of land (2 acres for four-wheeler training).
2) Testing Facility – Schools must provide access to suitable testing facilities.
3) Trainer Qualifications – Trainers should have a high school diploma, at least 5 years of driving experience, and proficiency in biometrics and IT systems.
4) Training Duration – Training duration for Light Motor Vehicles (LMV) is 29 hours over 4 weeks, including theory and practical sessions. Heavy Motor Vehicles (HMV) require 38 hours over 6 weeks.
Licensing-Related Fees and Charges
Below are the latest fees and charges-
- Issue of learner’s license (Form 3): ₹150
- Learner’s license test fee: ₹50
- Driving test fee: ₹300
- Issue of driving license: ₹200
- Issue of International Driving Permit: ₹1,000
- Addition of another vehicle class to license: ₹500
- Renewal of driving license: ₹200
- Renewal after grace period: ₹300 + additional fee of ₹1,000 per year or part thereof
- Issue of duplicate license for driving instruction school: ₹5,000
- Appeal against licensing authority orders: ₹500
- Change of address or other particulars in driving license: ₹200
